Šahmanović: A country that does not know its Mineral Resources cannot responsibly plan its future  

Montenegro’s Ministry of Energy and Mining partners with Xcalibur Smart Mapping to advance the country’s national geoscience intelligence capabilities through its first airborne geophysical survey programme.

 

Once implemented, the programme would deliver decision-ready geoscientific data to support responsible resource management, environmental stewardship, and sustainable development in line with European standards.

 

“In order to manage our natural resources responsibly, we must first understand them. Montenegro possesses significant potential in terms of mineral resources, but our objective is not exploitation at any cost. On the contrary, through the application of the most advanced geological surveying technologies, we aim to assess the country’s actual resource potential so that every future decision is based on reliable data, fully aligned with the principles of sustainable development and the highest standards of environmental protection,” said Minister of Energy and Mining Admir Šahmanović on the occasion of the signing of a Memorandum of Understanding between the Ministry of Energy and Mining of Montenegro and Xcalibur Smart Mapping.

The Memorandum establishes a framework for cooperation on the preparation of Montenegro’s National Airborne Geophysical Survey Programme, which, through the use of state-of-the-art technologies, is intended, subject to the completion of the necessary preparatory activities and securing appropriate financing, to enable the systematic collection of high-quality geophysical and geological data covering the entire territory of Montenegro for the first time. The project represents a major step forward in the modernisation of geological surveying, creating a national geoscientific knowledge base that will support evidence-based decision-making, responsible resource management, and sustainable economic development.

Minister Šahmanović emphasised that high-quality geological data are essential not only for gaining a better understanding of the country’s mineral potential, but also for making responsible development decisions that equally safeguard the environment and the public interest.

“We cannot make responsible decisions about the use of our territory without first understanding it. The airborne geophysical survey will provide us with a clearer picture of Montenegro’s geological structure, help identify the country’s mineral resources, and establish a solid foundation for future development policies. Only a country equipped with reliable and comprehensive data can make informed decisions, plan sustainable development, and ensure that every natural resource is utilised in full compliance with the highest environmental standards and with due regard for the interests of local communities.

It is particularly important that, through the implementation of this programme, Montenegro would significantly strengthen its national geoscientific data and institutional capacity through the implementation of such a comprehensive airborne geophysical survey.  These data will constitute a strategic national asset, providing a long-term foundation for evidence-based policymaking, responsible resource management, enhanced environmental protection, and the sustainable development of mineral resources.

This is also highly relevant in the context of European policies on critical raw materials. The European Union places strong emphasis on the identification, protection, and sustainable development of strategic and critical mineral resources, while ensuring strict compliance with the highest environmental standards. Montenegro is committed to being part of this process by relying on scientifically validated data, transparency, and responsible planning, fully aligned with European standards and international best practices,” the Minister stated.

He further noted that the results of the programme will contribute to the establishment of a modern national geological database, aligned with international standards, thereby strengthening the country’s institutional capacities, improving spatial planning, enhancing the protection of natural resources, and supporting more effective governance of the mining sector.

SOPEF, a fund managed by MCH, and Moira are becoming the first institutional investors to support Xcalibur in this new phase of growth, which is expected to include additional partners in the future. Xcalibur Smart Mapping’s existing shareholders will retain a majority stake in the company.

Technology focus: HMAS Raman LiDAR

HMAS is a Raman LiDAR system under development by Xcalibur Smart Mapping to enable remote sensing of atmospheric gas species from the air. By leveraging Raman scattering, the system is designed to distinguish specific gas signatures and support quantitative concentration mapping close to the ground.

Mapping fugitive emissions from the air has applications across energy production, industrial facilities, transport corridors, and environmental monitoring, as well as exploring for natural sources of these emissions. Xcalibur Smart Mapping announces the launch of GREENMETALS MAPPING,

a next-generation digital infrastructure designed to reinforce Europe’s strategic autonomy in critical raw materials.

The platform is fully aligned with the Critical Raw Materials Act (CRMA), the European Green Deal, and key EU sustainability frameworks including CSRD and the EU Taxonomy.

The initiative brings together a high-level European consortium led by Xcalibur Smart Mapping (industry), alongside IST-ID/CERENA (academia), and institutional partners ISPRA (Italy) and IGME-CSIC (Spain), with strategic guidance from key stakeholders such as EuroGeoSurveys and Eurometaux. The initiative has also been awarded by EIT RawMaterials.

This multi-stakeholder structure ensures strong alignment across policy, science and market deployment.

GREENMETALS MAPPING directly addresses CRMA objectives by enabling faster, more transparent and sustainability-driven decision-making across the raw materials value chain.

As Víctor Gonzalez notes, “Delivering on the ambitions of the Critical Raw Materials Act requires integrated digital tools that connect geological data, sustainability criteria and regulatory processes. Platforms like GREENMETALS MAPPING are essential to bridge that gap across Europe.”

 

The platform embeds artificial intelligence end-to-end, combining geospatial intelligence, mineral targeting, ESG risk analysis and regulatory reporting into a unified, compliance-by-design system.

 

In this context, Jorge Urios explains: “With GREENMETALS MAPPING, we are building a European-scale digital backbone for responsible sourcing. Our goal is to connect advanced geoscience, AI and regulatory frameworks into a single platform that enables faster, more transparent and sustainable decisions across the entire raw materials value chain.”

 

At its core, the platform integrates two interoperable modules: a Geospatial Intelligence Suite for predictive exploration and risk mapping, and a Circular Economy KPI Dashboard delivering traceability, carbon metrics and EU-aligned reporting capabilities. This integrated approach is expected to reduce early-stage exploration timelines by 30%, improve targeting accuracy by over 25%, and cut permitting preparation time by up to 40%.

 

From the perspective of public institutions, José Román Hernández (IGME) highlights that “GREENMETALS MAPPING represents a key step towards a more transparent and sustainable European raw materials sector. By integrating data, technology and regulatory needs, the platform leverages AI to support informed decision-making across the value chain, incorporating socio-economic and environmental aspects while supporting public authorities.”

 

Miguel Ángel Alarcón (IGME) adds: “From a public geological survey standpoint, GREENMETALS MAPPING demonstrates how AI can transform geological data into policy-ready intelligence. Combining trusted geological data with explainable AI and ESG criteria is essential to support transparent, evidence-based decisions in line with the Critical Raw Materials Act.”

 

From an academic perspective, Leonardo Azevedo (IST-ID CERENA) emphasizes that “Increasing the EU’s resilience to critical raw materials supply and accelerating the implementation of the CRMA requires easy-to-access, structured and up-to-date information for decision-makers and communities. GREENMETALS MAPPING addresses these challenges with the development of state-of-the-art Earth-centred AI and advanced geo-modelling tools to support the sustainable green and digital transition.”

 

Finally, Daniele Spizzichino (ISPRA) underlines the institutional dimension of the project: “With GREENMETALS MAPPING, we are launching an AI-powered platform to support more sustainable and transparent critical raw materials decisions across Europe. A key pillar of the project is the contribution of European geological surveys, with a central role in institutional validation, data quality, interoperability workflows, and pilot testing for public-sector adoption.
